The knob turned loosely and the flame did not follow it. Stripped valve stem. He fitted a new valve, and while he was in there he set the low flame so it actually simmers instead of blowing out.

The compressor ran constantly and the wall behind the unit was warm to touch. The condenser was matted with dust from a renovation two doors along. Cleaned, plus a new condenser fan, and it cycles normally.
